Michael,
Rohl is refering to the archetypal Joseph (Yousef/Inyotef IV) in the Egyptian Middle Kingdom (12th dynasty), Not to The Joseph of the Egyptian 18th Dynasty, Yuya. Both are historical persons and combine to form the joseph story in the Bible. See Chapters 8 and 15 for more details.
