Akhenaten built a Babylon on the Nile at Amarna. This was a bit of an innovation, but would have set a precedent for later Moses figures, maybe even for Onias who went into exile in Egypt and built a temple-city on the Nile.
Still, the establishment of Jerusalem as capital of the (Boethian) world was a big deal - probably as big a deal as what Akhenaten did. Jerusalem wasn't even on a river for Christ's sake!
