Queen Mother's did on occasion become consorts (or sorts) of their sons. Wasnt' this the case for Nero? It was fully to be expected in more ancient times.
However, I think in the case of Herod, Cleopatra VII was not his actual mother. Herod seems to have been too old, unless Cleopatra was not as young as thought when she took up with Caesar and then Antony.
